The focus of MCE&D is in conducting site design of vacant properties
as well as redevelopment of existing properties for residential, industrial and commercial uses.
MCE&D's involvement starts with the inception of
the project at a conceptual design through the permitting process and
through the construction phase. Mr. Mianecki's expertise with site design
and development present an asset in the development of some of the most
difficult properties specially those encumbered by wetlands, steep slopes
or other environmental restraints.
MCE&D has vast expertise in handling NJDEP stream encroachment and flood
plain management permits as well as Nationwide Permits with the Army Corps
of Engineers. In addition, with the adoption of the Highlands Preservation
Area Plan, which impacts a large portion of Morris County, MCE&D has
become well versed in the regulations and application process to obtain
Highlands Applicability and Water Quality Management Plan (WQMP) consistency
determination and approvals. Mr. Mianecki also specializes in wetland delineation
work for Letter of Interpretation approval with the NJDEP or Jurisdictional
Determinations from the Army Corps of Engineers.
Mr. Mianecki has been accepted as an expert witness in the field of civil
engineering and planning in many municipalities in Morris, Bergen, Sussex
and Somerset Counties as well as the Office of Administrative Law.
Before joining MCE&D in 2002, Mrs. Mianecki was employed at the New Jersey
Meadowlands Commission (formerly the
Hackensack Meadowlands Development Commission) where she was the Chief Engineer
responsible for the development of
a 32 square mile District encompassing portions of Hudson and Bergen Counties.
With her addition to the company, Mrs.
Mianecki brought her expertise in handling permitting applications within the
Hackensack Meadowlands District.
Both Joseph and Monica are licensed professional engineers as well as planners.
MCE&D also has expertise in preparing
planning reports for submittal to local planning agencies as well as county and
state offices.
